Weapon Speed
Speed is normally not used, but it is necessary to factor it in somehow due to the slot calculations and whatnot used in Junker devices. For melee weapons, a penalty to attack rolls of -1 is imposed for every point of Speed above 1 (these weapons still can make 1 attack per action, they're just bulky, slow, and inaccurate). For ranged weapons, Speed is used the way it used to be — in other words, it takes that many action cards to fire the weapon. This could be charge time, cocking the weapon, or something else that slows things down.
